A blog post from Literature and Latte (the company behind Scrivener) dated November 2019 says the new Windows app is still in development (Opens in a new window) and is expected to be released in 2020. As of this writing, the Windows app is still in version 1 the company is skipping v2 to bring it up to speed at v3.
